The Problem:

How do we track what we’re working on and all stay in sync?

The Solution:

Have a simple workflow that is known to all and use a bug tracker to communicate status.

Once everyone is on the same page and knows how the workflow works, expectations can be properly set and easily met when it comes to issues.

Anything more complicated just slows down all groups involved.
